[OpenLayers-Users] best way to show many static points

Well there we go then. As Phil also says, mapserver is good too, although I have no experience with it. Trouble with both is that you need to have some control over the data. (I.e load it into a db). 
From what you have written it seems that this may be your stumbling block.
