[OpenLayers-Users] Why 2 image folder in theming?

Hi all.
I'm a bit confused. why there is (and there must be for every new theme) 2
image folder, one is named img and referenced in code in OpenLayers.ImgPath
property, and another one located in theme folder? Why don't they combine
them to one? Any difference between these 2 folder?
