Thanks for your input.  That is consistent with what Tom mentioned earlier.
I will try forcing WFS 1.0, and see if that takes care of the problem.

WFS 1.3 reversed the X,Y from what most of us got used to. In order to get
the right order I usually force WFS version 1.0 in the url.
