Yep, that is serious head-scratch material - and obviously not an OL 
issue. On the second, are you sure that SRS is configured properly in 
the geoserver publication of the layer? Aside from that, I am stumped. I 
would repost this to the geoserver list. Include what the geoserver 
version is in both cases.
