Oh, you're looking at the wrong face of this many faceted project then! 
Linux came first, Windows is the latecomer by several years. You 
probably want to start with FWTools, http://fwtools.maptools.org/, if 
you like everything at once. If you prefer things broken into their 
component parts then see the individual home pages:

Some have .deb packages. You didn't say what your primary interest is so 
I can't give more precise directions.
