Comment:

 I think something needs to be done about this option, but it isn't
 immediately obvious to me what should be done.  I would like to suggest we
 put this off for a while till we get the express install and related stuff
 working well, and discuss it in further depth.

 Some options include:
  * Leave as is.
  * Quietly download packages to the users normal temp directory, and
 delete when done.
  * Create a package directory in the OSGeo4W tree itself.

 Clearly we *won't* be asking the user about this option in the express
 install.
