I have confirmed this and reopened:

This is correct. Could you file a ticket on this, noting any dialogs
from which the "back" button misbehaves in this way? I need some extra
logic in the OnBack() methods to handle express mode differently.

I think this needs to be discussed more broadly, but luckily it is
easy to add/modify this text in the res.rc file. I will stress that the
more text we put per-package, the less room we have for more packages on
the express install screen.

I have determined that the way I am doing the express install now
is *not* installing dependent packages properly. I hadn't noticed
this in testing since I was not installing from scratch. Could you
also file a ticket on this?
