Fabienne,

You should go through the advanced install, and find the gdal-python package
within it as described in this email:

Note that there is a gdal_merge.bat cover script in OSGeo4W so you would
actually run gdal_merge at the commandline without any extension.

eg.
gdal_merge -o mosaic.tif  image1.tif image2.tif image3.tif
