[osgeo4w-dev] EPPL7 problem still exists

The link is correct.

  When you do the installation, use the "Advanced Install" setting and 
in the "libs" section, you need to download the gdal-ecw package. That 
should create the plugins directory and put the gdal_ECW_JP2ECW.dll in it.
