 As a work-around I looked at just copying the .exe into the osgeo4w bin
 dir from the official gpsbabel download. but it ships with a copy of
 libexpat.dll (XML parser) and there is already a copy of that in
 osgeo4w/bin/. I assume if the two DLLs were not identical that approach
 won't work, segfaults etc.
