[osgeo4w-dev] OWSLIB... what next

Hi Dave,

You made two mistakes with setup.hint:

- was actually named setup.hint.txt
- and "requires:" was empty.

I renamed setup.hint properly and added "msvcrt" to requires (msvcrt is 
guaranteed present as it's part of the minimal initial install). Now the 
setup_test.ini has been updated. Carry on with testing :)
