[osgeo4w-dev] New Package: SWIG

Folks,

I have packaged SWIG for OSGeo4W packagers to use if they wish.  It is
currently version 1.3.39 which is required by GDAL.

I'm starting to think we ought to have a developer oriented package category
to keep stuff like this out of sight for normal users.
