 That's normal, those DLL are installed somewhere in {{{%WINDIR%\WinSxS}}}
 and found through the assembly.
 {{{libssl32.dll}}} is not referenced by qgis directly.  That reference is
 probably in a DLL some plugin in {{{%OSGEO4W_ROOT%\apps\qgis\plugins}}}
 uses.  Maybe {{{postgresprovider.dll}}} or {{{ogrprovider.dll}}}.
