[osgeo4w-dev] New libtiff, and gdal-dev packages uploaded.

Folks,

I have uploaded new libtiff and gdal-dev packages.  The libtiff includes
a few recent fixes as well as a fix to the tiffvers.h that is required by gdal.
The gdal-dev update includes a variety of new features as the last gdal-dev
upload was some time ago.  Amoung other things it includes the new
ALL_TOUCHED features for rasterizing polygons and warp cutlines.
