 Hi,

 this is the 6.4.0svn-2 package.

 the /c/OSGeo4W/apps/grass/bin/grass64 and grass64.bat scripts have not
 been modified to reflect the current version and directory layout. They
 both still contain "6.4.0RC4" in the GISBASE path name, which doesn't
 exist.
