[osgeo4w-dev] packaging: .tmpl files are deprecated, right?

Hi Matt,

I believe using .tmpl files (TextReplace Example #2) should be 
deprecated, and this should be documented.  Since textreplace can update 
the actual file, there's no need for these tmpl file, in my opinion.
