Did you executed step #18? 

Could you please try that sequence of commands:

C:\> gdal16
C:\> gdalinfo --version
C:\> gdalinfo --format georaster
C:\> ogrinfo --formats

It would be helpful if you could copy and paste the results on your next reply.
