Hello,
I just downloaded apt-r1148.exe, the apt version intended for first-time 
install. I do not know if it is based on the above mentioned release of 
pkg-apt, but when I tried to get a help on a Czech XP system command 
line, I got this:

The same with any other switches I could think of which could give me 
the help (/h, -h, -help, --help, or without any switches).

Also, I would like to ask, if and how it is possible to use cache of 
packages created with osgeo-setup.exe (stored in arbitrary directory) to 
do unattended off-line install from DVD or flash disk with apt. The wiki 
http://code.google.com/p/maphew/wiki/OsgeoFromScratch seems to have 
instructions for (possibly unattended) install from online repositories 
only.
