 yes - there is a proxy involved. We are using the IE proxy settings to
 connect with the OSGeo4W installer.

 If I retry on the same day it fails. I have to wait at least for a new
 version of qgis-dev and then it often works again.

 Sometimes it fails on one machine, but works on another machine. If it
 fails on one machine it will always fail again on the same day (with the
 same qgis-dev version).

 I don't experience the same problem with other packages. Only qgis-dev is
 affected.
