[osgeo4w-dev] libtiff and GDAL 1.8 Packages Updated

Folks,

I have updated the GDAL 1.8 package to the current 1.8 branch head.  I have
also updated the libtiff package to 1.8 CVS head.  Let me know if there are
any problems.
