oh dll hell has shown it's face around here alright. :)
That's why Frank built dllupdate 
(http://trac.osgeo.org/osgeo4w/wiki/dllupdate).

I can't speak to the preferred or advised development environment as I 
don't do that. I think it's pretty much whatever the package maintainers 
come to the table with, excepting setup.exe which is detailed here 
http://trac.osgeo.org/osgeo4w/wiki/SetupDevelopment.
