Well, for some reason that didn't work as expected.   The -s switch doesn't
seem to do it.  Maybe because it's an unlisted mirror.

So I made a osgeo4w-setup-testing.exe - that complains now that the last used
mirror was dropped and complained about your python package.

Extracting and repacking it with the tar on upload.osgeo.org fixed it.
