[osgeo4w-dev] apt install libspatialindex fails

Thanks Jürgen!

While poking around  I note that the script for regenerating the 
testing repo ini is gone 
(upload.osgeo.org/cgi-bin/osgeo4w-regen-testing.sh). Is that something 
you can fix?
