[osgeo4w-dev] ECW / GDAL Packages Updated

Folks,

I have updated the GDAL package based on 1.9 branch.

I have updated the gdal-ecw package based on 1.9 branch.

Note that the versions of GDAL built by Alan and Jurgen (with RC
in the name) seemed to have bunged up the latest version recognision
logic in genini so I removed them.
