[osgeo4w-dev] Deleting Trac pages and modifying attachments

Hi Folks,

Recently it came to light that updating or deleting attachments to the 
trac wiki pages required an administrator's attention. Having to ask 
someone else to replace attachments is too cumbersome so we've created a 
`pkg-maintainers` Trac group that has permissions to delete pages and 
attachments as well as create and administer reports.

I've pre-populated the pkg-maintainers Trac permissions group with those 
who've been active in editing wiki pages in the last four months (Andrea 
Giudiceandrea, Julien Malik, Martin Landa). We're not going to 
automatically add everyone who is a maintainer as not all use the wiki.

Since deleting pages and attachments also removes their history 
irrevocably please don't delete pages without some prior discussion on 
the mailing list if the page has a number of revisions and multiple 
authors. Common sense still applies though: if there is something that 
clearly should not be there, go ahead and remove it. Use your best 
judgement.
