 Just documenting my use case.  I have local admin rights on my work PC
 under a separate "myuserid_admin" user account that has no internet
 access. This is part of my employers IT security policy which requires
 that day to day accounts must not have admin rights and admin accounts
 must not have network access.

 Basically this means I can't use the OSGeo4W setup program.  Using pkg-apt
 is an option, but I'm behind an ISA proxy that requires authentication
 which means I have to put my credentials into a http_proxy environment
 variable which I'd prefer not to do.

 I've also tried building the installer with a modified manifest to make
 the UAC elevation optional, but that fails (ticket #311).
