[osgeo4w-dev] Hexer package added

I have added a package of "Hexer", which is my little utility for generating hexbin-based density surfaces and boundary polygons. You can find out more about it at http://github.com/hobu/hexer

Other than a lib, include, and a dll, it adds the "curse" command-line utility, which is documented more completely at the github above.
