[osgeo4w-dev] Upgrade of GDAL 1.10.1 package

Jurgen,

OK, go ahead.  I'll consider the GDAL packages officially in your hands.
 Don't forget all the plugins, java, python, etc.

With this out of my hands, it make make more sense for not to be on the
PSC.
