 I'm also quoting #292 here.

 It all started here (full report) http://hub.qgis.org/issues/9776

 It looks like:
 http://www.gdal.org/frmt_pdf.html

 is not build correctly for full georeferenced pdf support on windows.
 Please fix this if possible (missing pdf libs?). Thank you!
