[osgeo4w-dev] Upgrade Python to 2.7.9+ for TLS v1.1 and v1.2

Hello everybody,

please upgrade Python to at least version 2.7.9 for compatibilty with TLS
v1.1 and v1.2 (see https://docs.python.org/2/library/ssl.html ).
Without this update urllib and urllib2 will fail the connection to services
using these protocols.
