 Indeed I tried on another machine and it works.

 I found that on my machine, the problem appears only when cs2cs is started
 using short Windows path C:\OSGEO4~1\bin\cs2cs.exe

 With normal path ( C:\OSGeo4W64\bin\cs2cs.exe) it works.
 No idea why!

 For me a temporary hack is to replace "%%~fsi" by "%%~fi" in o4w_env.bat.
