#547: Python3 tries load python2 files and crashes

 When I am trying to start the Python3 console I get the following error
 message:

 > python3
 Fatal Python error: Py_Initialize: unable to load the file system codec
   File "C:\OSGeo4W64\apps\Python27\Lib\encodings\__init__.py", line 123
     raise CodecRegistryError,\
                             ^
 SyntaxError: invalid syntax

 It would seem like the paths for Py2 and Py3 are messed up. I haven't been
 able to pinpoint exactly where though.
