Just your need for a different versioning. I don't see any.

No. As said the nightly has the same (upstream) version number. So when 3.0.3
is released both qgis and qgis-rel-dev will switch to 3.0.3-1. If there's not
need for packaging fixes qgis will stay at 3.0.3-1 until the next point
release, while qgis-rel-dev will increase to something like 3.0.3-30 by the
next point release, when both switch to 3.0.4-1.
3.0-x doesn't exists except for the meta packages - and that just because the
dependencies probably won't change with point releases anyway.
