 I've just installed ''gdal-dev-2.3.0-41196'' on OSGeo4W64.
 After switching to ''gdal-dev-env'', a messagebox informs the user about
 missing **xerces-c_3_2.dll**.

 Seems like you missed to set **xerces-c-3.2.0-1** as a dependency for
 ''gdal-dev''. Installing the library manually fixes the problem.
