[osgeo4w-dev] Python & OpenSSL outdated

Hi there,

I just wanted to install pip and others for PySAL support.
Actually, Python and OpenSSL seem to be pretty outdated:

python -c "import ssl; print(ssl.OPENSSL_VERSION)" gives me
"OpenSSL 0.9.8y 5 Feb 2013"

Wow, that's even a long time before Heartbleed came up ;)
Can you please update the libraries?
