 This config script is for NetCDF.

 ./configure --with-netcdf=mswindows/osgeo4w/nc-config

 OSGeo4W provides this script with the netcdf package, but it has a bug.
 That needs to be fixed as well and then maybe we don't need this script.

 The OSGeo4W version prints hard-coded paths c:/src/osgeo4w/netcdf/osgeo4w
 /install-x86_64/...

 please review if an upstream fix is needed
