[osgeo4w-dev] OSGeo4W proj_6_3.dll missing

Hi,

Since yesterday, installing QGIS release dev or QGIS dev is failing because
of missing proj_6_3.dll.

PROJ 6.3.0 was released on January 1, but the version in OSGeo4W is still
the 6.2.1.

Will it be updated soon?
