 Not reproducable - and the standalone is build from osgeo4w packages and
 the shortcuts are created with the same scripts.  Did you install the
 {{{qgis-grass-plugin7}}} or {{{qgis-ltr-grass-plugin7}}} package?

 Check the {{{%OSGEO4W_ROOT%\var\log\setup.log}}} and
 {{{%OSGEO4W_ROOT%\var\log\setup.log.full}}} for errors.
