 After installing (also after a fresh install) qgis-dev outputs the
 followinge error:

 Oops, looks like an error loading QGIS.

 Details:

 Could not load qgis_app.dll
 Windows Error: nie można odnaleźć określonego modułu (cannot find the
 module specified)

 Check: C:\OSGEO4W\bin\qgis-dev-bin.env for correct environment paths

 The qgis_app.dll is in the path specified in the env file.
