[osgeo4w-dev] split huge "proj-data" into regional slices

Hi there,

can't we split up this annoying 600 MB big "proj-data" into senseful 
regional slices? I guess, most of the users aren't interested in 
gridfiles for Absurdistan or single federal states of Germany.

Most of the transfer time when installing OSGeo4W from network or 
internet is on this file, also the traffic is.
