 Thank, @jef for following up.
 So, I will skip the OSGeo4W download.

 In the github action the OSGeo4W repo is pulled to the build server, so
 the entire repo content is present at `/d/a/OSGeo4W/OSGeo4W`

 Will try with creating `x86_64/release` in advance. Is it correct to
 create it in: `src/$P/osgeo4w/` and call `package.sh` from there or where
 should the working directory be?
