 libjpeg was replaced with libjpeg-turbo.  libjpeg-9d-3.tar.bz2 and
 libjpeg12-9d-3.tar.bz2 are only transitional and empty.  Apparently too
 empty for osgeo4w-setup - now they contain an empty directory.

 The missing jpeg.dll was probably just due to the incomplete upgrade.  The
 binaries should depend on jpeg62.dll now.
