[osgeo4w-dev] MobilityDB required dependency with gsl.dll

is an OSGeo project
https://www.osgeo.org/projects/mobilitydb/
In order to provide a Windows build for MobilityDB we require the gsl.dll
library which is also a dependency, e.g., for QGIS.
We are following a similar recipe for Windows as in pgrouting
https://github.com/pgRouting/pgrouting/blob/main/.github/workflows/windows.yml
but in addition we require to install gsl.dll
Any suggestions how to achieve this?
