 I've installed only command line utilities with this command:
 "osgeo4w-setup.exe -q -A -a x86_64 -k -L -d -n -N -D -s
 https://download.osgeo.org/osgeo4w/v2 -C Commandline_Utilities -P
 gpsbabel-gui"
 I have noticed that the commands behave as if the EPSG database has not
 been installed.
 If I manually add "-P proj82-runtime" (not installed by default) to the
 installation command, everything is ok.
