Comment:

 -L implies that you downloaded all dependencies into you local package
 directory.  gdal depends on gdal306-runtime, which depends on
 proj91-runtime, which (like the outdated proj82-runtime you installed)
 depends on proj-data, which has the actual proj datafiles.  Your local
 package directory apparently didn't have proj-data, but proj91-runtime -
 otherwise gdalinfo wouldn't even have started.
