 What if qgis-dev and pdal use one or more GDAL/OGR functions that process
 data in a different way between gdal and gdal-dev?

 I suggest, in order to avoid possible issues, to use, for qgis-dev, a
 specific pdal-libs package that is build against gdal-dev, if possible.
