 I've tried adding {{{--upgrade-also}}} but this upgrades everything ie
 GRASS not just the requested package dependencies.

 Shouldn't installing python3-fiona also upgrade packages if needed? As far
 as I can tell the requirements in the setup.hint file have been met.

 Can I assume that this version of fiona is not compatible with GDAL 3.9.3
 and QGIS 3.40.2?
