 Hi jef, the issue is resolved but we are unsure what happened and how it
 was resolved.

 The original error resulted when was using the standalone QGIS-
 OSGeo4W-3.40.8-1.msi and standalone QGIS-OSGeo4W-3.44.0-1.msi installers.

 PDQ attempted uninstall 3.40.7 and then install 3.40.8 using QGIS-
 OSGeo4W-3.40.8-1.msi. This resulted in the error message "Oops, looks like
 an error loading QGIS" seen above when attempting to open QGIS.

 After removing 3.40.8 I manually installed QGIS, again using QGIS-
 OSGeo4W-3.40.8-1.msi, directly on the computer. This resulted in the
 second error message "Windows cannot access the specified device, path or
 file."

 I then downloaded QGIS-OSGeo4W-3.44.0-1.msi to see if this would exhibit
 the same issues before reporting the problem. After installing 3.44.0 I
 received the same error, "Windows cannot access the specified device, path
 or file."

 We put this issue aside until we received feedback via the issue tracker.
 However, as no one else seemed to be reporting the issue it seemed to be
 localised to just us. We attempted to install QGIS using the a freshly
 downloaded and the original 3.40.8-1.msi file once again and both installs
 resulted in a fully functional QGIS installation.

 So we are a bit stumped as to what happened as every user in the
 organisation experienced the unable to open QGIS error.
