 The issue still occurs using qgis-dev 3.99.0-1075-aaa27abeb2b-1.

 It looks like pdal_wrench.exe provided by the latest qgis-dev
 3.99.0-1075-aaa27abeb2b-1 is still linked to pdalcpp.dll instead of pdal-
 devcpp210.dll.

 QGIS still reports "PDAL version 2.9.3" in Help->About.
