 On Windows 11, after updating the OSGeo4W installation.
 Since then, some proj components seem to be inconsistent between them.

 As example, launching the OSGeoW shell :

 ogr2ogr -overwrite -f MSSQLSpatial
 "MSSQL:server=myServer;database=myDatabase;trustservercertificate=yes;trusted_connection=yes;driver={ODBC
 Driver 18 for SQL Server}" "G:\\myFile.shp" -a_srs "EPSG:4326" -lco
 "GEOM_TYPE=geography" -lco "LAUNDER=NO" --config MSSQLSPATIAL_USE_BCP
 FALSE
 }}}

 I get the following errors :

 ERROR 1: PROJ: proj_create_from_database: C:\OSGeo4W\share\proj\proj.db
 contains DATABASE.LAYOUT.VERSION.MINOR = 2 whereas a number >= 4 is
 expected. It comes from another PROJ installation.
 ERROR 1: PROJ: proj_create_from_database: C:\OSGeo4W\share\proj\proj.db

 Workaround :
 Installing a standalone QGis version and using its shell works well.
